Vince Hopkins is a low life fraud. We contracted with him to build a garage because we were expecting a little one and desperately needed the space. He told us we would have a garage built by October. The following is a summary of our experience, while my wife was 5-8 months pregnant. He is a thief, and has stolen thousands from our growing family. Breach of contract-Lack of progress. Vince did absolutely nothing for over two months from the date of contract signing, and cashing our check, 8/24. I called repeatedly to check on progress. Did not submit application for permit until 10/29. Unprofessional, lack of attention and supervision. Subcontractors using and damaging our personal property to build forms. Subs continually harassing myself and family for money to complete concrete work. Vince was out of town on the day of foundation pour. Subs still asking for money. Subs required materials to complete work. I called Vince to take care of problems, no response. Foundation poured 11/12 without inspection or permit. We clearly stated, and had contract amended to avoid this. Vince told us that permit was approved. Visited planning department to find that only parts of permit were approved, and was not finalized or issued. Planning department tells us it was illegal for Vince to begin any work whatsoever without permit. Again, lack of progress. Another three weeks with no permit, materials delivered, or work performed after foundation pour. 12/3 Vince agrees to provide revised contract with completion date of 12/31, otherwise termination of contract. Vince has not provided revised contract to date. Vince is highly skilled in evading the law. We had to have our civil complaint service of process conducted at his probation office because all of his business addresses are false.
